


The Snohomish County Arts Commission is recommending 7 public art opportunities in several different parks throughout Snohomish County. The opportunities include site-specific features that will enhance:
Selected finalists will be asked develop a conceptual proposal and to interview with the selection panel. Finalists for projects A, B and C (Paine Field, Lake Stevens Community Park and Martha Lake Community Park) will be paid a $500 honorarium for their proposals and interview. No honorarium for project D (River Meadows).
Paine Field—In addition to its aerospace roots, Paine Field Community Park is home to the Mukilteo Little League and is frequently used by community school and neighborhood groups. As the neighboring region continues develop, Paine Field Community Park will see a marked increase in usage; and with that increase—the need for community gathering spaces will be essential.
Project: Plaza
Budget: $50,000
Create and integrate a community gathering plaza, including artistic treatment to the flooring,
integrated seating and a visual landmark.
Lake Stevens Community Park—Developed on a former homestead and timber harvesting site, the Lake Stevens Community Park will be a destination space for sports enthusiasts—especially baseball fans.
Project: Plaza
Budget: $27,000
Create an artistic statement onto a raised plaza at the Flag Pole Circle. The plaza will serve as seating, as well as act as a staging area for events and medal ceremonies.
Project: Path Treatment
Budget: $20,000
Implement an artistic treatment into the concrete paths leading to the heart of the park. The artistic element should inspire teammates to play their best or encourage good sportsmanship by children, parents and team leaders.
Martha Lake Community Park—sited at the former Martha Lake Airfield, the park will feature a skate park, baseball & soccer fields and large amounts of open space as well. As this site was a former airfield; artwork that pays homage to flight; future or historic will be preferred.
Project: Allée
Budget: $65,000
Create and integrate an artistic treatment through the allée that is approximately 480’ long x 10’ wide. The artistic treatment could be freestanding sculpture or an artistic feature into the path.
Project: South End Green Space
Budget: $30,000
Create a site specific artwork for an open space consisting of 12,000 square feet. (120” x 100”) The artwork will act as a focal point for the south end of the park to draw visitors.
Project: Skate Park Lawn Area
Budget: $25,000
Create a site specific artistic feature that will enhance 6,400 square feet of green space. The location is near the new skate park at the north end of the park. The artwork should: create excitement and interest for the community or tie-in the act of “flying”—to the act of skateboarding.
River Meadows—A new “Yurt Village” has been proposed for a historic orchard that is the site of a former homestead that will allow visitors to enjoy year-round camping in circular, domed tents which traditionally served as shelters for Mongolian Nomads.
Project: Yurt Village
Budget: $5,000
Create a design solution to identify 10 yurts in a unique fashion.
Total: $222,000

Selection Criteria
Artists will be selected on the basis of the following criteria:
Artistic quality as presented in visual documentation of past work
Good planning and communication skills and a desire and ability to work with other people
Ability to complete the work on time and within budget
Durability and safety of proposed artwork
Selection Process
The Selection Process will take place in two parts:
In January, a seven-member panel composed of representatives from the Snohomish County Arts Commission, The Snohomish County Parks & Recreation Department, community and a local artist or art professional will review applicants’ digital images and other materials. The panel will identify up to three finalists to develop proposals.
The panel will reconvene in February to review proposals, interview the finalists and recommend one artist to be commissioned for the project.
The panel has the right to recommend a proposal for an alternate project if desired.
The Snohomish County Arts Commission reserves the right not to select any of the applicants who apply.
