Below is the process that shall be followed in the selection of art pieces by the Arts Commission:
a. Call to Artists. An open competition released through invitation, flyer, or other mechanisms and publicized on the Snohomish County Art Commission website.
b. Limited Competition. An invitational competition soliciting a limited number of artists to submit applications or prepare proposals. Those artists will be selected based upon specialized skills, experience, or technical abilities as deemed by the Arts Commission.
c. Invitation. One artist uniquely qualified to deliver a product may be invited to submit a submission by the Arts Commission.
i. Artists that are interested in joining the Artist Contact List may contact the Cultural and Economic Development Officer to request inclusion.

c. Representative of the community where artwork will be sited.
d. Representative from funding client.
e. Non-voting advisors may also be included on the panel.
a. Staff defines draft “Call to Artists”, Limited Competition, or Invitation.
b. The Arts Commission reviews the “Call” and accepts, amends or passes.
c. “Call to Artist” is placed in the next Art Commission Program Update that will be forwarded to Executive for review. (Note, this is a periodic update and can include several different projects).
d. The Executive approves or disapproves on an individual project basis.
i. Approved program (without disapproved projects) is forwarded to Council.
ii. If disapproved, the project is returned to the Arts Commission.
e. County Council approves or disapproves of the Program Update and has the ability to approve or disapprove individual projects.
f. If approved by County Council, the “Call to Artist”, “Limited Competition” or “Invitation” is released.
g. County staff accepts and reviews submissions to identify all artists that meet the “Call to Artist” criteria.
h. Selection Panel reviews all qualifying submissions.
i. The Selection Panel selects artist or may choose to put out another “Call to Artist” or invite submissions by “Invitation” or “Limited competition”.
j. Selected artist submission is presented to the Arts Commission by a member of the panel or the County staff for approval.
k. If approved, the commissioning of artwork or purchase of artwork recommendation is forwarded to the Executive.
l. The Executive approves or disapproves the Arts Commission recommendation.
a. Staff defines draft “Call to Artists”, “Limited Competition”, or “Invitation”.
b. The Art Commission reviews “Call to Artists” and accepts, amends or passes.
c. The acquisition plan is forwarded to Executive for authorization.
d. The Executive approves or disapproves on an individual project basis.
e. Staff releases “Call to Artists” including date by which all submissions must be received. All “Call to Artists” must include at minimum one week for responses to be submitted after the date the call is placed on the web-site
f. County staff accepts submissions and reviews them to identify all artists that met “Call for Artist” criteria.
g. Selection Panel reviews all qualifying submissions.
h. The Selection Panel identifies selected artist or may choose to put out another call for artist or invite submissions by invitation or limited competition.
i. Selected artist submission is presented to the Arts Commission by a member of the Selection Panel or the County staff for approval.
j. If approved, the commissioning of artwork or the purchase of artwork is forwarded to the Executive.
k. The Executive approves or disapproves the Arts Commission’s recommendation.
The Arts Commission or designated art selection panel may solicit through public advertisement a “Call to Artist” that sets forth the criteria for the project. The “Call to Artist” as a rule requires a letter of interest, digital images of past work, a proposal, and resume. The selection panel will review submissions and recommend one or more artists meeting the requirements to the Arts Commission.
Some projects require specialized skills, experience or technical abilities. The Arts Commission may establish criteria and invite a limited number of artists to submit applications or prepare proposals. The Arts Commission may establish and maintain juried registries which can be used for direct selection of artists for “Invitational” or “Limited Competition”. The procedure for direct selection of artists for County projects will be as follows:
a. Arts Commission staff will work with the appropriate department to determine the scope of work and a budget for the art component and/or artist’s design fees.
b. An art selection panel will be formed including representatives for the client agency and other project personnel. Since artists in the registry are “pre-qualified” the art Selection Panel does not necessarily have to include other artists or design professionals.
c. The Selection Panel will be asked to review the register, considering the specific project needs and select an artist or artists to be considered for the project.
